Over the past 15 months, a municipal partnership has been created between County of St. Paul, Municipal District of Bonnyville, County of Vermilion River, County of Two Hills, Smoky Lake County, and Lac La Biche County to create eight provincially required Intermunicipal Development Plans. The Partner Municipalities worked together to deliver all eight plans through one project process supported by provincial grant funding.
The approved Intermunicipal Development Plans include a land use and servicing vision for the shared boundaries, and address key areas for future collaboration based on stakeholder feedback, technical assessments, and Council priorities. Areas of particular focus included land use; environment and watersheds; recreation and tourism; transportation; infrastructure and community services; and collaboration and implementation.
One of the main goals of this project was to encourage productive discussions between municipalities and to identify opportunities to promote an integrated and strategic approach to intermunicipal planning and service delivery. The Intermunicipal Development Plans are a direct result of this cooperative approach – the partner municipalities were able to efficiently deliver the mandated plans on time and on budget with full agreement between the six municipalities, and set the stage for ongoing, productive future collaborations.
